Vice President, Corporate Communications and Public Affairs

General Description:

Develop and direct the implementation of annual and long range Corporate Communications strategies, to include all aspects of external and internal company communications, advertising, public relations and designated community events for all audiences: members, providers, media, community leaders, employees and the general public. Manage the in-house Communications and Public Affairs Department staff to successfully achieve Departmental and Corporate Goals.

Primary Responsibilities:

General

· Develop and implement approved annual and multiple year strategic plans for Communications and Public Affairs areas, to support the achievement of Health Partners Corporate Goals.

· Develop departmental budget, control expenses, and increase profitability to meet Corporate Goals.

· Recruit as necessary, develop, motivate and retain a high caliber of team members.

· Manage employees to meet or exceed objectives.

· Maintain and foster a collaborative relationship with internal and external customers.

· Assure applicable regulatory compliance, including requirements of the Pennsylvania Departments of Public Welfare, Insurance and HIPAA, in all publications and activities.

· Support all areas of the company with regard to external public relations, writing and editing issues, presentations, signage and other public image-related activities.

· Develop and oversee use of outside resources, including any contracted writers, public relations firms, media, buyers, etc.

· Represent Business Development Department on various company committees as needed.

· Perform other duties as assigned.

Communications

· Oversee production of creative, effective and timely (1) member education and marketing materials (i.e. brochures, flyers, posters, newsletters, ads, giveaways, directories, manuals and new member materials), (2) provider materials (manuals, forms, newsletters, etc.) and (3) corporate materials (including corporate brochure/annual report).

· Work with other departments and communications staff to develop publications that ensure compliance and support National Committee for Quality Assurance (NCQA) accreditation standards.

· Develop, implement and monitor a plan for all Health Partners advertising activities. This may include transit, print, TV, radio and other appropriate media.

· Work with staff and the Information Services (IS) Department in continually improving and maintaining a creative and effective Health Partners intranet website for employees and internet website for participating providers, members and other constituencies as appropriate.

· Oversee communications and graphics staff.

Public Affairs

· Oversee the planning, organizing and execution of public relations activities for major Corporate and community events.

· Identify and coordinate applications for potential company awards and recognitions.

· Work with Community Computer and Health Education leadership to support complimentary strategies.

· Review requests for corporate funding and event participation as needed.

· Assist with events and fundraising for Health Partners Foundation.

· Oversee the Public Affairs staff.

Key Job Requirements:

Education: Bachelor's degree or higher, preferably in journalism, public relations, communications, marketing or a related field; graduate degree preferred.

Experience: Ten years related experience in marketing or communications at a mid to upper level position; five years in healthcare or related field, preferably in a managed care organization, ideally overseeing writers, graphic designers and public affairs staff. Experience with a Medicaid and/or Medicare population, and in marketing to diverse populations highly desirable.

Skills/Abilities: The successful candidate must have the following:

Excellent creative, visual, writing and oral communications skills.
Demonstrated ability to:

Understand the multiple facets of managed care communications needs, and managed care operations in general; a knowledge of Medical Assistance or other public health programs preferred;
Initiate and oversee multiple successful communications projects and events with firm deadlines and budgets;
Oversee and work effectively with a team of creative individuals;
Comfortably interface with all levels of the public, including community and governmental officials, staff and management;
Utilize all Microsoft Office programs with proficiency.
