He was born in New Jersey, but lived in Columbus since 1965 when he came to serve his residency at Doctors Hospital. He was on staff at the hospital for 25 years and was vice president of the Department of General Practice.

Dr. Birrer was active in organized medicine and a strong supporter of osteopathic medical education. In 1977, Dr. Birrer and his medical practice colleague opened United Health Plan, the first health maintenance organization in Columbus.  That business venture was recognized when Dr. Birrer was named Outstanding Small Business Person of the Year by the Columbus Area Chamber of Commerce, the Small Business Administration, and the Columbus Citizen Journal.

Throughout his medical career, he served the Columbus community. He was on the Columbus Neighborhood Health Center Advisory Board, a senior aviation medical examiner for the Federal Aviation Agency, and house physician at Ohio Theater.

He received his undergraduate degree from Rutgers University and graduated from the College of Osteopathic Medicine and Surgery, Des Moines.
