Director of Finance and Operations

Delaware General Health District

The Delaware General Health District is seeking a Director of Finance and Operations.  The Director will be the strategic financial advisor to the Board of Health and the Health Commissioner.  The Director will provide for the administration of the Fiscal, Communications, and Infrastructure Units of the health district; with leadership responsibilities for fiscal, public information, information technology, physical building, and Vital Statistics. Agency responsibilities require experience in communication, public relations, office management, standard office practices, safety, and emergency preparedness.

The ideal candidate will have knowledge of governmental accounting, budgeting, forecasting, Generally Accepted Accounting Principles, State of Ohio and Federal rules/legislation related to finance and operations, administrative management principles, public administration, and public health.  Mandated competencies include developing program and organizational budgets, defending organizational budgets, preparing proposals for funding (e.g., foundations, government agencies, corporations), performance management, and quality improvement. Supervisory experience must include employee development, labor relations, performance appraisal, and performance improvement.

Requirements:

Master’s degree in the field of public health, health or business/public administration, or other finance-related field required.  Seven to ten years of relevant experience required.  Three years of supervisory experience required.  Substitution: Two additional years of the required relevant experience may be substituted for possession of a master’s degree.
