Coordinator – Zoning & Architectural Review

Pay Range: $20.83 - $28.29

Job Summary:

Working under the general supervision of the Planning & Zoning Commissioner, the successful candidate will be responsible for maintaining intake standards for documents accepted by the public, reviewing applications, and issuing preliminary approvals for zoning applications; Providing support for the Planning and Zoning Commission (P&Z), the Architectural Review Board (ARB), and the Euclid Landmark Commission (ELC), including maintenance of records, scheduling and attending meetings, providing required notifications for meetings, preparing and distributing meeting agendas and minutes, and receiving and responding to inquiries concerning Commission and Board matters and procedures; and, expanding the use of data analytics and Geographic Information Systems (GIS) to promote development in the City in accordance with the Master Plan and Zoning Code and to assist stakeholders, citizen’s groups, and government officials in mapping City assets and opportunities for community-driven planning efforts.

Job Duties:

  • Attend P&Z, ARB, and ELC meetings, record facts and motions, write summary finished agendas, and record and distribute documents, including the Annual Report.

  • Maintain filing system for P&Z, ARB, and ELC cases and

  • Prepare correspondence, mailings, requisitions, agendas, minutes, and other reports for all P&Z, ARB, and ELC

  • Accept, record, and research P&Z, ARB, and ELC applications, compose notifications to affected owners, and arrange for and publish the required advertisements.

  • Analyze all incoming applications and assist, as needed, with staff review of applications and preparation of staff recommendations to P&Z, ARB, and ELC for each case.

  • Answer and respond to phone calls and, when appropriate, direct calls to other employees.

  • Perform duties as assigned to the Secretary through the rule-making authority of the Planning and Zoning

  • Maintain the database of the City’s Land Bank physical and electronic (GIS) inventory files and status.

  • Supplement the City’s enforcement of the Zoning Code, issue violation notices, maintain case records, and perform follow-up action on cases as

  • Create, maintain, and update the Department’s GIS data

  • Work closely with other departmental and City staff to coordinate, strategize, and achieve development goals as outlined by the “Euclid Master ”

  • Provide assistance with short and long-term plans including the preparation of studies, reports, and recommendations to achieve the City’s goals for development.

  • Assist with both Building Division and Housing Division intake on an as-needed basis.

  • Perform other related duties as required.

 

Requirements:

  • Master’s Degree in Urban Studies, Public Administration, or a related field a plus however, a college training in a relevant field with coursework in land use law, zoning, urban design and/or architecture, or high school graduate with three (3) years of progressively responsible experience performing duties relevant to this position; or any combination of relevant education, training, and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job also acceptable.

  • Knowledge of Geographic Information Systems (GIS) and related computer software applications; certification

  • American Institute of Certified Planners (AICP) certification desirable or the ability to achieve the

  • Valid driver’s license

 

Work Environment: Office. Sedentary work: exerting negligible force; occasional walking and standing. Physical activity: Climbing, stooping, kneeling, pushing, pulling, lifting, grasping.

Perform substantial repetitive motions of the wrists, fingers, and hands.
