Request for Proposals Housing Plan: Housing Needs Analysis and Action Plan

The City of Shaker Heights is seeking proposals from qualified housing consultants to prepare a comprehensive Housing Needs Analysis and Action Plan. The project will evaluate the City's current and future housing needs through an analysis of demographic trends, housing market conditions, affordability index, housing inventory, neighborhood characteristics, and development opportunities across all housing types (single-, two-, and multifamily). The study will also include meaningful stakeholder and community engagement to identify local housing priorities and challenges.
Building upon the assessment findings, the consultants will develop a strategic, implementation-focused Housing Action Plan that establishes clear goals, policies, and recommendations to preserve and enhance the City's housing stock and expand housing choices, while addressing affordability, neighborhood stabilization, and creating a guide for future residential development. The Action Plan should include prioritized implementation strategies, potential funding sources, responsible parties, performance measures, and a phased timeline to assist the City in making informed housing policy and investment decisions. The available Housing Needs Analysis and Action Plan budget is up to $80,000.
