Program Manager

Hamilton County

Requirements:
  • Bachelor’s Degree in Public Administration or related field;
  • Three (3) or more years of directly related experience including exposure to contract/grant administration
  • Demonstrated knowledge and expertise in the area of the program managed
  • Ability to obtain National Development Council certification (either Economic Development Finance Professional (EDFP), Rental Housing Development Finance Professional (RHDFP), or Housing Development Finance Professional (HDFP)) within 24 months from date of hire;
 
Job Duties (Summary):
  • Directs and coordinates agency activities with approval of Community Development Administrator; manages competitive processes for award of funds; assists in development and enforcement of agency policies and procedures, goals and objectives, etc.; interprets rules and regulations of programs; ensures program activities are in compliance with appropriate laws and guidelines. Shared budgetary responsibility of $5 million in grant funds a year; at any given time, each program manager is responsible for 30-40 projects and programs with total budgets of $10 to $15 million.
  • Manages day-to-day operation of assigned programs and projects funded under Community Development Block Grant, HOME Investment Partnership Grant, Emergency Solutions Grant and other grants. Manages approximately 30 to 40 projects and manages competitive process for 1-2 programs.
  • Collaboratively oversees, manages and documents other related functions and processes, including environmental review, historic preservation, Davis Bacon wage standards, Minority Business Enterprise (MBE) outreach, Section 3 compliance, etc.
  • Supervises and coordinates personnel activities for assigned staff (e.g., supervises, schedules, and assigns staff, interviews job applicants and recommends hiring, recommends discipline, evaluates performance of staff, receives grievances and complaints of staff and resolves when possible, approves leave requests). 
  • Performs related administrative and public relations duties with approval of Community Development Administrator (e.g., assists in preparation of budget and exercises fiscal control, attends and conducts meetings, serves as communication liaison with elected officials, other agencies news media, general public, etc.).
  • Performs other duties as assigned.
  • Demonstrates regular and predictable attendance.
