New orders/actions/measures

 

  • The Governor announced a new stay at home order that will begin when the current order ends (April 6) and extends until May 1 at 11:59 pm.  While very similar, it is not identical to the previous order – the Governor said he believes it is fair and fills some of the gaps that he and others have seen.  New provisions include:
    • Creates a dispute resolution panel to resolve disparities of treatment across the counties and health districts.  The Directors of Commerce and Development Services Agency and the Chair of the PUCO will serve on the panel.
    • Requires retail businesses to establish a maximum number of people that can be in the facility at any one time.  Once capacity has been reached, no one will be allowed in until someone leaves.  The order does not set the number – it leaves it to the individual business to assess their space and set a safe number.
    • Anyone entering the state from out-of-state must quarantine for 14 days – with an exception for people who commute across state lines for work.
    • Requires wedding receptions to follow the mass gathering rules – no more than 10 people can gather.
    • Closes places of public amusement - swimming pools, camps, day camps, zoos, museums etc. 
    • Adult and youth organized sports are not allowed.
    • State parks remain open – however, the Director of the Dept. of Natural Resources has the discretion to act to prevent mass gatherings if she sees particular parks or trails are becoming crowded. 

 

The Lt. Governor added that the new order incorporates the revised March 28 CISA guidance, which more fully addresses e-commerce businesses.  See attached revised Ohio order and March 28 CISA guidance. 

 

The Governor announced the economic recovery advisory group that he has spoken about over the last several press conferences has been formed and will be starting their work soon.  Frank Sullivan, the CEO of RPM International of Medina, will be leading the group.  The names of all members will be posted on Coronavirus.ohio.gov

 

Over 600 businesses accessed the Repurposing Project website to see if they can help manufacture PPE.  The Governor thanked those businesses and asked any company that thinks it can help to please visit the site and be in touch.

 

Dr. Acton announced that the Dept. of Health will be sending a survey to all of the healthcare-related licensed individuals in the state to get an inventory of people that can help fill the staffing needs.  She added that they are developing ideas on how to incorporate medical and nursing students.

Other items of note

 

  • Ohio reported 272,117 initial claims for unemployment compensation last week, which set a record, according to the Department of Job and Family Services.  The number of claims filed was an all-time high for Ohio for the second consecutive week. The state saw 468,414 claims over the two-week period compared with 364,603 for all of 2019.  Over the period, the state has issued more than $45 million in unemployment compensation payments to more than 108,000 workers.  The U.S. Department of Labor reported more than 6.6 million initial claims nationwide last week up from more than 3.3 million the prior week. 
  • About 60 percent of fatalities reported worldwide have come from four European countries: Italy, Spain, France and Britain. In Spain, where the health system has been overwhelmed, officials reported 950 new coronavirus-related fatalities Thursday; Italy reported 760.
  • The Democratic Party will delay its presidential nominating convention in Milwaukee from July until mid-August to increase chances the party can hold an in-person gathering. The decision to reschedule puts the gathering one week before the Republican convention in Charlotte, which is set to start Aug. 24.
