Two Philadelphia women admit they traveled to MN to cash-in on Medicaid fraud

MINNEAPOLIS —

They came to Minnesota to defraud Medicaid; they'll leave as convicted felons. Wednesday, two "fraud tourists" pleaded guilty in federal court to conspiracy to commit health care fraud. 

In front of a federal judge, Candice Langley and Cynthia Allen admitted they traveled from Philadelphia to Minnesota to carry out their scheme—inflating billing and stealing millions intended to help vulnerable adults find housing. 

Their guilty pleas mark the latest convictions in a sweeping federal investigation into fraud within Minnesota's Medicaid-funded Housing Stabilization Services (HSS) program.
