The FCC’s proposed “Know Your Customer” rule for telephone service sounds, at first blush, like a modest anti-robocall measure. It is not. It is a proposal to change the legal and practical meaning of a telephone number.

In its April 30, 2026 Further Notice of Proposed Rulemaking, the FCC proposed strengthening existing KYC obligations for originating voice service providers by requiring providers to obtain and retain, before service is provisioned, a customer’s name, physical address, government-issued identification number, and alternate telephone number, with additional diligence for high-volume customers. The Commission frames the rule as a robocall and fraud prevention measure, designed to stop illegal calls before they enter the network. That is true. But it is also much more than that.

When Is A Phone NOT A Phone

A phone number is no longer just a phone number. It is an identity token. It is a credential. It is an address, a password recovery mechanism, a second factor, a payment rail, a fraud signal, a risk score input, and, in many systems, a prerequisite to participation in modern digital life.
