Housing Costs, New Development at HUD Nomination Hearing. On October 30, the Senate Committee on Banking, Housing, and Urban Affairs held a hearing on the nomination of Frank Cassidy to be Federal Housing Administration Commissioner and Assistant Secretary for HUD.  If approved by the Senate for this role, Mr. Cassidy would oversee HUD’s largest office. Mr. Cassidy was nominated on August 1 for the position. HUD’s Office of Housing is responsible for the oversight and administration of project-based rental assistance, including Section 8 Project-Based Rental Assistance, the Section 202 Supportive Housing for the Elderly program, and the project-based programs of the Section 811 Supportive Housing for Persons with Disabilities program, and HUD’s housing counseling programs. Among other functions, FHA includes the Office of Residential Care Facilities that administers Section 232 mortgage insurance for new construction and substantial rehabilitation of residential care facilities, mortgage insurance programs for both single- and multifamily housing, and Section 221(d)(3) and (d)(4) multifamily mortgage insurance and construction loans (respectively). Asked by Senator Jack Reed (D-RI) how he’d spur multifamily financing, Mr. Cassidy said he would speed up the processing time for Section 221(d)(4) financing to create more units. After Senator Bernie Boreno (R-OH) said that housing has become more affordable under President Donald Trump and that Democrat-led states have the highest housing cost because of their policies that drive up housing costs, Senator Elizabeth Warren (D-MA) noted that there is nowhere in the United States that someone making minimum wage and working full time can afford a one-bedroom apartment. This fact comes from the annual Out of Reach report from the National Low Income Housing Coalition. The report also looks at national wage data for certain occupations, including home health aides and nursing assistants, and how these wages compare to what it actually costs to rent a one- or two-bedroom home. A vote on Mr. Cassidy’s nomination has not been scheduled. Watch the Banking hearing here.

Reports of HUD About-Face on Permanent Supportive Housing. HUD is contemplating devastating caps on the share of Continuum of Care (CoC) homeless assistance awards that can be used for Permanent Supportive Housing (PSH). Media reports, based on reviewed internal documents from HUD, indicate that HUD’s next Notice of Funding Opportunity for calendar year 2026 CoC funding will cap the amount of CoC funds that can be used for PSH to as little as 30% of the $3.3 billion CoC funds congressionally appropriated for 2026.  A 2023 report from the Department of Health and Human Services found that, in 2017, 38.7% of PSH residents were older adults (up from 23.9% in 2007). LeadingAge is urging congress to require HUD to continue to fund existing PSH and not impose a cap on PSH funding.

HUD Updates Preservation Rent Boost for RAD-Converting Properties. On September 22, HUD announced increases to a rent boost for Section 202 PRAC properties undergoing a preservation transaction through the Rental Assistance Demonstration (RAD). HUD's Notice H-2025-04 increases rents for converting PRACs immediately prior to conversion through RAD, which helps the property remain financially feasible over the course of its new contract with HUD. HUD had initially made Preservation Rent Increases (PRIs) available in 2023 following Congressional appropriation of the funding, and while LeadingAge supported the funds, we submitted early feedback to HUD asking for increased rent boosts, which the agency has now allowed.
