Cards Are Not Gifts Under The Ethics And Lobbying Laws

The following message was forwarded to NCPLA from the State Ethics Commission about an important decision that was made by the Commission at its meeting last Friday.  This decision impacts the lobbying community and has been at issue over the past months.  


At its Feb. 8, 2007, meeting the State Ethics Commission determined that cards are not gifts under the ethics and lobbying laws.  The motion, which was announced in open session, simply said, "Cards are not gifts because they are primarily of a communicative nature."
