Correct Billing for Slightly Displaced Fracture-4th Toe LT-Local Anesthesia with Reduced Fracture

I saw a patient today with a closed,slightly displaced fracture 4th toe left .I injected her with local anesthetic,then reduced the fracture to a more plantargrade position;upon which I buddy splinted toes 3 and 4.How do I bill this?Thank you

The CPT code that should be reported for this surgical procedure is 28515 (Closed treatment of fracture, phalanx or phalanges, other than great toe; with manipulation, each). The appropriate “S” code giving detail about the injury should be reported as the primary diagnosis for the manipulation. The injection would not be billed separately since it is inclusive to the fracture treatment for the injured toe. Modifier -T3 should be appended to the CPT code to indicate that the fourth left toe was treated.
