Fiscal Specialist - Public Assistance

Job Description:

(35%) Oversees the administration of the budgetary process for Public Assistance (PA) funds for the Agency; receives and prepares payment for all PA invoices, responsible for balancing monthly reports for WIOA and Public Assistance with the County Auditor.

(20%) Monitors cash receipts and disbursements, and budget activities; reporting to the state financial system; advises supervisor of possible fiscal problems; prepares monthly financial reports using the CFIS computer system.

(15%) Serves as the primary Random Moment Sample Coordinator (RMS) by monitoring daily and weekly RMS moments, case notes and maintains timely communication with staff on reporting issues.  

(10%) In conjunction with Fiscal Supervisor, reviews and calculates cash draw for PA fund. Serves as back-up for WIOA fund cash draw process.

(10%) Serves as the backup for processing payroll and payroll reporting in the absence of the Director’s Administrative Assistant.  Assists the Business Administrator with Human Resource reporting when needed.

(5%) Retrieves cash and like-cash items from BRU safe; maintains controls over fiscal safe and issuances from the safe including the issuance, tracking, inventory and controls over client gas cards from the fiscal safe.

(5%) Performs clerical functions related to job duties including typing and processing purchase orders; filing.  Attends meetings, conferences, workshops and training as required. Acts as backup to Fiscal Specialist - WIOA and assists with annual inventory process as needed.
Other duties as assigned.

The incumbent in this position, in order to carry out the job duties, enters data into, and retrieves data from the statewide computerized Client Registration Information System-Enhanced (CRIS-E), Ohio Benefit Workers Portal system (OBWP), Consolidated Financial Information System (CFIS), Electronic Payment Processing Information Control system (EPPIC), and the Child Care Information Data System (CCIDS) sing a keyboard, mouse and video display monitor. Additionally, the incumbent enters and retrieves data from the county Government Enterprise Management System (GEMS)*

Normal working hours are 7:30 a.m. to 4:30 p.m. Monday through Friday. Starting salary is $16.12/hour.

Minimum Acceptable Characteristics:

Knowledge of procedures for purchases, expenditures and payments; accounting and auditing principles and procedures; intermediate math principles and accounts payable and invoicing principles.
Ability to use the agency computer system; maintain accurate records.

Knowledge of financial statements, funding information and progress reports and agency records management. Ability to prepare fiscal records and reports; knowledge of MIP / Gazelle system as well as CFIS WIOA.

Knowledge of office practices and procedures. Ability to disseminate information to appropriate parties; answer routine questions and inquiries regarding fiscal control activities.

Ability to absorb and retain information.
