Job Description:

The Fiscal Manager position performs and manages the full scope of fiscal responsibilities for all agency programs. The position monitors allocations and appropriations, formulates program budgets, prepares reports for fiscal control activities, maintains financial records, and administers federal cost allocation plan.  Additionally, the position oversees payroll, provides critical financial analysis and advises program administrators on efficient and compliant use of agency resources. Critical contacts include, but are not limited to the county auditor, county commissioners, state bureau of county finance, Auditor of State, and related vendors. The Fiscal Manager reports to the Assistant Director.

Required Skills and Abilities:

  • Knowledge of government accounting and auditing practices in accordance with GASB.
  • Preparation of financial reports, fiscal analysis and forecasting.
  • Fully proficient in associated technology including County Finance Information System, Federal Cost Allocation software, and MS-Excel.
  • Effective written and oral communication skills that build internal and external working relationships.
  • Analytical skills for sound decision making and recognition of future consequences.
  • Keen attention to detail and organizational skills providing for accuracy and efficiency.
  • Proven ability and drive to learn complex systems.
  • Ability to motivate the performance of others as a team player and team builder.
  • Flexibility to respond quickly to organizational needs.

Minimum Civil Service Qualifications:

  • Two years. experience performing fiscal management and control duties.
  • Or completion of undergraduate major core course work in accounting, finance, or similar field plus two years’ experience as stated above.
  • Or 3 courses or 18 months experience in accounting and in finance, two courses or 12 months experience in business administration, one course or 6 mos. experience. in business communication, public relations, human resources, and keyboarding, including spreadsheets plus two years’ experience as stated above.

Preferred Qualifications and Experience:

Minimum of an associate degree in related course of study and three years’ experience in government accounting.

In addition to the oral interview, skill-based assessments may be part of the interview-selection process.
