State Board Completes Five Year Rule Review
The Ohio State Board of Registration for Professional Engineers and Surveyors has recently completed the five-year rule review. Ohio law requires the Board to review each of its rules every five years to determine whether to keep the rule as written, or amend or rescind the rule. This review ensures the Board considers the purpose, scope and intent of each rule every five years.
When performing the rule review some items considered by the Board include:
• The continued need for the rule.
• Any complaints received concerning the rule.
• Any relevant changes that may affect the rule.
• Whether or not the rule needs amendment or rescinded to eliminate unnecessary paperwork.
• Whether or not the rule duplicates, overlaps with, or conflicts with other rules.
• Does the rule have an adverse impact on businesses?
While most of the changes were minor in nature the following rules were amended:

The most significant changes were changes to the PE exam application deadline and updates to the Minimum Standards for Boundary Surveys. The PE exam deadline was removed to reflect the conversion of the exams from the paper-and-pencil format to computer-based testing and to allow applicants for professional engineer registration to take the PE exam after passing the FE exam and before obtaining four years of engineering experience. This change is consistent with the national model law developed by the National Council of Examiners for Engineering and Surveying [NCEES]. The Minimum Standards for Boundary Surveying were updated to reflect current conditions and current industry standards and requirements.
The next rule review will be in 2027.
