What you Need to Know about the New Ethylene and MON MACT Requirements

This presentation addresses two recent EPA residual risk rule makings for the Ethylene Production and Miscellaneous Organic Chemicals Manufacturing (MON) source categories for Maximum Achievable Control Technology (MACT) regulations. These MACT Rule changes will significantly impact existing affected facilities, including many located in Texas and Louisiana. This talk will provide the regulatory background of the changes along with a practical discussion of how facilities should be preparing in order to comply with the new requirements. Lessons learned and parallels from the previous petroleum refinery MACT changes will also be addressed. Key revisions common to both rules will be discussed including removal of Startup, Shutdown and Malfunction (SSM) exemptions. Ethylene MACT changes will also be outlined including revised exclusions and work practice standards. MON MACT changes to be discussed include equipment “in Ethylene Oxide service” and associated controls.
