MCLB, through this Request for Qualifications/Proposals (RFQ/P), is seeking qualified firms to provide planning services to support a $1,200,000 United States Environmental Protection Agency (USEPA) Brownfields Coalition Assessment Grant (“Coalition Assessment Grant”) which began October 1, 2025, and ends September 30, 2029.
For this Coalition Assessment Grant, MCLB has partnered with the City of Riverside and Five Rivers MetroParks, however, MCLB is the lead entity. Coalition Assessment Grant activities will focus on the Cities of Dayton and Riverside but will also be performed in other communities throughout Montgomery County.
MCLB has engaged two Qualified Environmental Professionals (QEPs) to complete environmental assessment activities and remediation plans which will constitute approximately 70% of Coalition Assessment Grant funds. MCLB intends to select one highly qualified firm to conduct the reuse planning activities which will comprise approximately 30% (approximately $360,000) of Coalition Assessment Grant funds.
It is anticipated that the selected firm would be engaged to complete 4 site-specific reuse plans (to include conceptual redevelopment and investment plans) and develop 2 areawide plans for strategic area-wide development of neighborhoods or corridors (to include design charrettes with project stakeholders for sustainable solutions during strategic planning activities).
The selected firm will be expected to enter into a Master Services Agreement with MCLB for the life of the grant (through September 30, 2029). As needed throughout the term of the Agreement, MCLB and the selected firm will utilize Work Orders to set forth in detail the services to be provided, the schedule and compensation for the particular service.
