Description: The bill makes capital appropriations for the biennium that ends June 30, 2026.

Among the other capital appropriations, the bill allocates $50 million for county jail projects, both construction and renovation. The funding will be distributed through a Department of Rehabilitation and Correction (DRC) process similar to prior iterations of capital budget jail grants. The bills do not include a formula or a prescribed match amount for potential projects.

DRC is required to do the following in determining projects to fund:

  1. Target county jails that the Department of Rehabilitation and Correction determines to have the greatest need for construction or renovation work;

  2. Improve substantially the condition, safety, and operational ability of the jail; and

  3. Benefit jails that are, or will be, used by multiple counties.

The bill also appropriates the $700 million One Time Strategic Community Investment Fund (OTSCIF), created in the state operating budget (House Bill 33) for one-time projects. The OTSCIF will fund 653 projects in across the state, with a full list available here. The bill includes about $150 million in traditional bonded community projects, funding 441 projects across the state, with a full list available here.
