Lake Elmo woman convicted for $3.6M fraud of now-defunct state Medicaid housing program

A Lake Elmo woman has been convicted of defrauding Minnesota’s now-defunct Medicaid housing program out of $3.6 million. 

On Wednesday, a federal jury convicted 45-year-old Sharmaine Meadows of three counts of health care fraud. 

According to court documents, Meadows enrolled her company in the state’s Housing Stabilization Services (HSS) program, claiming to provide transitional housing services to people experiencing homelessness. 

Meadows encouraged her employees to bill for the maximum number of hours allowed under the program even if services were never provided.
