National Policy Pulse Calls: Mondays at 3:30 p.m. ET. Next Call – Dec. 16, but no calls on Dec. 23 or Dec. 30.  The first National Policy Pulse Call in 2025 will be Jan. 6.  2025.  LeadingAge’s members-only policy briefing and analysis call, “National Policy Pulse,” happens every Monday at 3:30 p.m. ET. Over 700 of your LeadingAge peers join us weekly for our National Policy Pulse calls when we keep members equipped to navigate the ever-evolving landscape of aging services national policy.  Please see the new landing page for more information on National Pulse Policy call. 

HUD issues HOTMA Implementation FAQs. HUD's Office of Multifamily Programs has developed a series of FAQs on the implementation of HOTMA Act of 2016 (HOTMA). This guidance includes information on the phase-in hardship relief provision as detailed in the HOTMA final rule, HOTMA-compliant Tenant Selections Plans at Management and Occupancy Reviews, and use of the rent override function in TRACS 202D up until the newly established July 1, 2025 compliance date. HUD Publishes 2025 Annual Adjustment Factors. On December 3, HUD announced the Annual Adjustment Factors (AAFs) for 2025, which adjust rents for certain Section 8 housing assistance payment programs for the current fiscal year. HUD establishes the rent adjustment factors on the basis of Consumer Price Index (CPI) data relating to changes in residential rent and utility costs. AAFs are applied at the anniversary of certain Housing Assistance Payment (HAP) contracts; the amount that an owner is required to deposit to the Reserve for Replacement account is also adjusted annually by the most recently published AAF, at the HAP contract anniversary. The AAFs are distinct from, and do not apply to the same properties as, Operating Cost Adjustment Factors (OCAFs), which are used by many project-based Section 8 and Section 202/8 properties. HUD’s OCAF notice is still forthcoming for 2025. The 2023 AAFs are effective as of December 3, 2024.

HUD Unveils Energy Benchmarking Report for Affordable Properties. As of late 2024, HUD is helping more than 1,500 federally-assisted housing properties benchmark their energy and water usage through the agency's Multifamily Benchmarking Initiative. The agency recently unveiled the customized report provided to participating housing providers; LeadingAge assisted HUD with the development of the report format, which outlines the property's Energy Star Score based on site and source energy use intensity, annual energy use, energy and water cost data, and carbon emissions. The report for each property also offers comparisons to similar buildings and recommended energy efficiency improvements. HUD's free energy benchmarking program is still open for enrollment.
