CORPORATE EXECUTIVE OF COMPLIANCE & HIPAA PRIVACY

The Corporate Executive of Compliance and HIPAA Privacy is responsible for setting the standard for compliance, including the design and development of an audit and monitoring methodology with central reporting for system-wide program compliance in accordance with company standards and federal, state, and local standards, guidelines, and regulations.

This role reports directly to the Chief Executive Officer but also works at the direction of the Finance, Audit, Ethics and Compliance Committee as well as the Quality Improvement Committee. This role directs the business of the corporate Ethics and Compliance Committee and works collaboratively with the Chief Human Resources and Ethics Officer, Chief Information and HIPAA Security Officer, and Chief Nursing Officer.

This position doesn't necessarily need to reside at the corporate office, but the person will need to be able to travel to Columbus weekly.

Essential Activities and Tasks

Corporate Compliance Program Management

Ensures implementation of an annual compliance work plan that is effective and addresses the Office of Inspector General (OIG) Annual Work Plan and Centers for Medicare and Medicaid risk areas.
Works with the corporate committee to identify ethics and compliance risks, to ensure appropriate compliance audits and reviews are conducted and to ensure corrective action is taken when indicated.
Works with the Chief Human Resources and Ethics Officer to develop, implement and maintain the Code of Ethics and Compliance and develop and maintain Ethics and Compliance policies and procedures. Optimizing employee communication in this Officer partnership is essential.
Works with operational teammates to assess risk management strategies.
Ensures appropriate screening processes are in place to ensure that the organization does not hire or conduct business with individuals or entities that have been debarred from participation in federally funded healthcare programs.
Ensures annual compliance with employee and board member training.
Works with Chief Nursing Officer and Chief Financial Officer on assessing and mitigating clinical documentation/billing risk issues.

Legal Compliance

Maintains working knowledge of compliance issues, laws and regulations.
Partners with internal leaders for the integration and affirmation of accurate clinical, coding and billing practices.
Partners with Chief Nursing Officer to address compliance concerns regarding additional document requests (ADRs), patient and resident chart reviews, and government requests.
Manages HIPAA violation breaches then remedies and reports as required.
Consults with attorneys as necessary to address difficult issues.
Reports violations of compliance or regulatory standards to duly authorized enforcement agencies as appropriate or required.

Internal Audit and Investigations

Responds to complaints or violations for problem solution and resolution.
Conducts and/or oversees appropriate investigations and audits to ensure that compliance procedures are followed.
Works with the Chief Executive Officer and the Finance, Audit, Ethics and Compliance and Quality Improvement Committees to ensure establishment of routine, periodic internal auditing and monitoring activities to assess compliance with applicable laws and regulations.
Provides standardization and corporate guidance as to development of Quality Improvement Program with metrics and templates to ensure completeness of medical record, including pre- and post-payment reviews.

HIPAA Privacy Program Management

Creates, posts, and distributes notices of information/privacy practices.
Oversees acknowledgement recording.
Handles complaints, investigations and disclosures.
Supports the annual breach report to Office of Civil Rights (OCR) and for any other breach reporting as needed.
Works with the Chief Information Officer on coordination of HIPAA Security as requested.

Systems Control

Partners with Staff Educators to affirm necessary skill set and ongoing training requirements of coding, billing, and care staff members.
Clearinghouse for strategy development for compliance with new business lines.
Verifies software technology is in place to adequately provide oversight and monitoring.

Qualifications

Education

Bachelor's degree in a related field required.
Master's degree in business administration or a related field preferred.
Current unencumbered license for the state of Ohio to practice as a Registered Nurse (RN) required.
Health Care Compliance Association (HCCA) and Society of Corporate Compliance and Ethics (SCCE) certifications required.

Experience

Five years experience in compliance operations management required.
Three years experience in health care management or administration required.
Knowledge and experience with regulatory compliance issues, and familiarity with operational, financial, quality assurance and human resources procedures and regulations required.
Clinical and billing documentation experience required.
Proficiency with Windows, Microsoft Office (Word, Excel, PowerPoint), and the internet required
