The Imagine Muskegon Lake (IML) plan is a visionary framework designed to harmonize the City’s urban growth and industrial roots with its natural shoreline assets through four guiding themes: Sustain, Advance, Connect, and Convene. The plan's flexibility has been particularly beneficial regarding large scale, private development projects that are often met with both excitement and skepticism. Regional, county, and local stakeholders supported the plan development, and have been instrumental in overcoming environmental challenges. Jurors said, "Good balance of overarching vision with smaller focus area, and balancing public waterfront access with port's economic activity."
