The City used multiple, complementary methods to reach residents, business owners, and community stakeholders and to remove common barriers to participation. The process included in-person workshops and visioning activities, neighborhood-focused discussions, accessible online materials, and surveys that helped participants articulate community priorities and a shared direction for the City’s future. By organizing conversations around neighborhoods, Rochester Hills helped residents connect citywide goals to the places they experience every day. This structure made participation feel relevant and practical while still supporting a cohesive community vision. Jurors found the "Master Plan 101" video with the city's mayor especially noteworthy.
