Is email notification as sufficient as sending someone an notice via mail ? Or would you like to see it on letter head?

What's your lease say? If you are using the NCSSA "sanctioned" lease, it says something along the lines of: "By electing to provide its email address, Occupant agrees that notice by Lessor may be given to Occupant via Email." If so you can absolutely, otherwise I think you might be on shaky ground.
