HB 10 Advances, Awaiting Governor’s Signature

House Bill 10, legislation that provides regulatory clarity regarding who may apply certain crop protection products in Ohio, has passed both chambers of the Ohio General Assembly with overwhelming bipartisan support and is now awaiting Governor Mike DeWine’s approval. The bill corrects an unintended change to Ohio’s pesticide regulations that occurred during the state budget process earlier this year.

A key provision of H.B. 10 reinstates the supervisory exemption that permits non-certified individuals to apply restricted-use pesticides when working under the direct supervision of a certified applicator. This change would bring Ohio’s pesticide regulations back into alignment with federal law, ensuring consistency and clarity for agricultural producers and applicators across the state.

House Bill 10 passed the Ohio House of Representatives by a vote of 92–0 and the Senate by a vote of 33–0. If signed, the law will take effect 90 days after receiving the Governor’s approval.

The Ohio Agribusiness Association (OABA) will continue to collaborate with the Ohio Department of Agriculture throughout the rulemaking process to ensure the implementation of these changes supports the needs and efficiency of Ohio’s agribusiness sector.
