Jake Dowling
Legislative Affairs Manager
Jake Dowling serves as Legislative Affairs Manager at OACB, where he monitors and tracks legislation that impacts people with developmental disabilities and Ohio’s county boards. In this role, he drafts and delivers testimony on key legislation and works directly with lawmakers to advance county board priorities at the Statehouse.
Jake joined OACB in January 2024 after spending nearly six years working in the Ohio Senate. During that time, he served as a Senate Page, Legislative Aide, and Senior Legislative Aide, supporting members whose policy portfolios included Medicaid, health, and education policy.
His areas of focus include advocacy, policy analysis, community engagement, and training. Jake holds a bachelor’s degree in International Studies from The Ohio State University, with minors in Political Science and French.
Jake is motivated by ensuring that people who cannot regularly travel to Columbus to advocate still have a voice at the Statehouse. He finds the work especially meaningful when legislators gain a better understanding of the vital services provided to people with developmental disabilities and the dedicated professionals who support them.
Outside of work, Jake enjoys playing volleyball, leading worship at his church, and writing reviews for his beer blog.
