POSITION OVERVIEW:
The Fiscal Officer will perform, direct, monitor and manage a variety of fiscal management and control duties. The individual collects and analyzes data for fiscal reports; and assists in the development and coordination of fiscal and managerial accounting systems. The individual may be responsible for other tasks such as procurement of goods and/or services related to fiscal functions. The individual demonstrates the ability to manage diverse tasks, complex problem solving, and is highly detailed. This position requires the ability to work well with community partners to include auditors and elected officials.

JOB DESCRIPTION:
Job duties in order of importance
ESSENTIAL DUTIES OF THE JOB
Under the direction of the Chief Financial Officer, the Fiscal Officer will assist monitoring allocations, expenditures and cash flow. Coordinates financial reporting controls. Ensures compliance with applicable agency, state and/or federal regulations. Updates supervisor of compliance irregularities. Assists with budget preparation and cash flow forecasts. Recognizes trends to identify potential funding surplus and shortfalls. Prepares, analyzes, and maintains various fiscal/financial spreadsheets and reports. Advises administrative staff on fiscal/budgetary matters. Assists with obtaining grants. Adheres to tracking/reporting grant funding as required by grant guidelines. Prepares and monitors agency contracts, MOUs and subgrant agreements. Serves as Athens County Job & Family Services Random Moment Sample (RMS) coordinator backup and assists other fiscal personnel as needed. Attends conferences and other training related to fiscal matters.
OTHER DUTIES AND RESPONSIBILITIES
Other duties as assigned. May be required to perform duties under supervision of the Athens County Red Cross during an emergency, in accordance with the Athens County Job and Family Emergency Preparedness Plan and any applicable Emergency Operation Plan.
QUALIFICATIONS:
Knowledge of: Accounting practices (preferably in public finance), various spreadsheets and/or tracking programs including Excel, federal state and local laws, rules and regulations governing financial allocations.
Skills: Organizational and time management, oral/written communication and complex problem solving.
Ability to: Interpret laws, policies, and procedures provide accurate and timely fiscal reports follow policy, procedures and technical reports evaluate fiscal processes and carry out complex instructions. The successful candidate must have the flexibility to work in a fast-paced policy driven environment.
MINIMUM QUALIFICATIONS
Completion of an Associate degree in business administration, accounting, finance or related field or accounting plus 2 years of experience in accounting.
Fiscal and/or budgetary management and control or 4 years of training or 4 years of experience in accounting fiscal and/or budgetary management and control; 12 months of which include responsibility for accounts payable and/or receivable and/or budget analysis and projection and/or payroll preparation and processing and/or purchasing.
Ability to travel independently.
