IRS Releases Initial Priority Guidance Plan for 2025-2026

The plan also raises potential implications for the nonprofit sector

Earlier this week, the Internal Revenue Service (IRS) released its annual Priority Guidance Plan, outlining the agency’s regulatory priorities for the coming year. The plan highlights the IRS’s commitment to quickly implementing the wide-ranging tax provisions included in the Republicans’ sweeping tax package enacted this summer.

The plan also raises potential implications for the nonprofit sector. Among its agenda items, the IRS signaled it may begin work on new guidance related to the Johnson Amendment — the long-standing law that prohibits 501(c)(3) organizations from endorsing or opposing political candidates.

Separately, the IRS also issued a contingency plan for agency operations in the event of a federal government shutdown. According to the plan, all IRS employees will remain on the job for the first five days of a shutdown, after which only essential functions would continue.
