Tax Map Manager

Geauga County Engineer

The Geauga County Engineer’s Office is seeking a Tax Map Manager to lead the Tax Map Department. This position is responsible for the supervision and coordination of department operations, the rigorous review of instruments of conveyance for compliance with County Transfer and Conveyance Standards, and highly technical survey, tax map, and GIS analysis.

The Tax Map Manager provides technical leadership, survey support, and mentoring to department staff and serves as a primary liaison between the Engineer’s Office, County Auditor’s Office, and County Recorder’s Office to support the accuracy and consistency of parcel, mapping, and land-record information. The position oversees the County’s official addressing records to maintain geographic accuracy for emergency services and consistency of public records.

The Tax Map Manager also directs the creation and maintenance of digital GIS mapping, ensuring parcel splits, consolidations, annexations, and other property changes are accurately reflected in County mapping and related records. The Tax Map Manager provides technical assistance to property owners, surveyors, title companies, attorneys, and other professionals regarding deed and conveyance requirements, parcel identification, legal descriptions, addressing, and historical map and land-record research.

Qualifications: Preferred:
Current registration as a Professional Surveyor (P.S.) in the State of Ohio is highly desirable.
Qualified candidates who are not currently registered as an Ohio Professional Surveyor are encouraged to apply.
Consideration will be given to candidates with a combination of education, technical knowledge, and substantial professional experience demonstrating the ability to successfully perform the responsibilities of the position.
A bachelor’s degree in Surveying, Civil Engineering, Geographic Information Systems (GIS), Geography, or a related field is preferred.
Relevant professional experience may be considered in lieu of, or in combination with, formal education. Candidates should possess approximately five (5) years of progressively responsible experience in one or more relevant areas, including surveying, cadastral or tax mapping, GIS, land records, deed and conveyance review, or related work.
Supervisory, project leadership, or technical mentoring experience is preferred.

The successful candidate should possess strong knowledge of, or demonstrated ability to develop expertise in: • Ohio land conveyance requirements, metes and bounds descriptions, and applicable provisions of the Ohio Revised Code;
• County transfer and conveyance standards and local subdivision regulations;
• Cadastral mapping, parcel configuration, splits, consolidations, and annexations;
• GIS principles and advanced GIS software, including ESRI/ArcGIS; • Surveying principles, practices, records, and modern surveying equipment;
• CAD and drafting applications;
• Legal terminology associated with deeds, easements, mortgages, plats, and other land records;
• Addressing standards, geographic addressing principles, and coordination of addressing information for emergency services and public records;
• Historical survey, tax map, and land-record research; and
• Modern administrative, digital, and emerging technology tools, including appropriate use of AI-assisted productivity tools.

The ideal candidate will combine strong technical judgment with the ability to lead and mentor staff, communicate effectively with other County offices and the public, resolve complex land-record and mapping issues, and maintain the accuracy and integrity of the County’s tax maps, GIS data, addressing records, and related information.
