2024 Summer Course Wrap-Up
The 2024 NAPIM Summer Course at the Sonoco Institute of Packaging Design and Graphics at Clemson University in South Carolina (July 15 - 19) closed another exciting year of education, training and networking focused squarely on the graphic arts. This 5 day, intense, immersion type training course in printing ink formulation and application combines in-depth, technical instruction with additional hands-on demonstrations covering ink formulation, testing and on-press application. Thank you to the dedicated team of industry and academic experts who provided this year’s attendees with instruction in raw materials usage and formulation technology. There is no substitute for the type of practical knowledge and industry experience that these instructors provided to this year’s class.

Hear directly from NAPIM leadership on a multitude of current market, technical and regulatory issues facing the U.S. printing ink industry. Topics covered include an update on foreign trade imports and exports, as well as the Bureau of Labor Statistics Producer Price Index for inks and input raw materials. You’ll also hear about NAPIM’s new Market Size Program and the Bio/Renewable Content Program. NAPIM's Recent Work with U.S. Food and Drug Administration
NAPIM continues to work with the U.S. Food and Drug Administration (USFDA). Responding to USFDA’s interest, NAPIM prepared and submitted a detailed, technical document covering UV printed food packaging. NAPIM and USFDA plan to hold additional discussions in August 2024 covering safety in printed food packaging. It is important to note NAPIM has served as USFDA’s point of contact as it has considered the development of regulations and guidelines covering printed food packaging.

State Legislation Outreach Efforts
NAPIM works with a broad coalition of graphic arts-related trade associations to monitor and provide industry input on legislation that impacts commercial and packaging printing. Most recently, the coalition submitted oppositional comments to the New York state legislatures on their Extended Producer Responsibility legislation. This legislation would have banned essential packaging components, and ultimately, was defeated. NAPIM also submitted similar comments to the New Jersey state legislature which is currently considering similar (to New York) legislation. NAPIM also advises (and prepares technical support for) its member companies located in states where impending legislation would have adverse impacts on the commercial and packaging industries. This information can be used to contact their legislators regarding potential impact of pending legislation on their businesses.
NAPIM’s relationships with the USFDA and coalitions, ultimately yielding positive outcomes, is a direct result of the collective engagement, and work, of our membership. Your continued participation is vital, and will be a key factor in NAPIM’s continued success, and future endeavors.

State-based Extended Producer Responsibility (EPR) Legislation
Proposed EPR legislation in New York state seeks to impose bans without de minimis levels on the use of twelve chemicals (including carbon black and benzophenone) used in printed packaging (plastic and paper) and three rigid plastic packaging types. It also proposes creates a task force to make recommendations on additional substance bans. Similar EPR-type bills are being proposed in New Jersey and Maine. Banning or restricting the presence of these essential packaging components would create serious problems for converter and others in the packaging supply chain in New York state and elsewhere. NAPIM is working with a coalition of graphic arts industry and New York business groups (Color Pigments Manufacturers Association, American Chemistry Council, Printing United Alliance, RadTech, NY Business Council, International Carbon Black Association, etc.) to oppose this legislation.
Washington State Safer Products Legislation
In late 2023 Washington state proposed to ban the use of diarylide and phthalocyanine pigments in printing inks on the basis of inadvertent polychlorinated biphenyl (iPCB) content. NAPIM formally opposed WA Department of Ecology’s justification for this action. WA state was prevented from implementing these bans because of federal pre-emption by the Toxic Substances Control Act (TSCA). In early 2024 WA state filed a petition with the Federal Environmental Protection Agency (EPA) requesting a change in the federal PCB regulations. On April 4, 2024 EPA formally denied WA state’s petition.

Foreign Trade Data
Data from the U.S. Bureau of Census - Trade Data shows February 2023 – February 2024 printing ink import and export data shows printing ink exports even (~1%) and printing ink imports up (18%) year on year.
