Lineman Apprentice Progression Program (LAPP)
Purpose
The Indiana Municipal Electric Association (IMEA) developed the Lineman Apprentice Progression Program (LAPP) to deliver the education, hands-on training, and structured administration required to meet U.S. Department of Labor (DOL) apprenticeship standards.
This multi-year program guides apprentices through a structured path of progressive learning—both in the classroom and in the field—culminating in full journeyman qualification.

Program Structure
The LAPP is a four-year program consisting of workshops, guided study, and practical skills development. Each year builds on the last, ensuring apprentices gain both theoretical knowledge and practical skills needed to succeed in the electric utility industry.
First Year – Foundational Skills
IMEA 610 Wood Pole Climbing Workshop: 80 hours
Study Guide One: 160 hours
Total Hours: 240
Second Year – Basic Technical Training
IMEA 611 Basic Workshop: 40 hours
Study Guide Two: 160 hours
Total Hours: 200
Third Year – Intermediate Development
IMEA 612 Intermediate Workshop: 40 hours
Study Guide Three: 160 hours
Total Hours: 200
Fourth Year – Advanced Proficiency
IMEA 613 Advanced Workshop: 40 hours
Study Guide Four: 160 hours
Total Hours: 200
Final Qualification – Top Out Exam
Comprehensive Review & Final Examination: 24 hours
This capstone assessment combines classroom knowledge with a demonstration of practical field skills to certify the apprentice’s readiness for journeyman status.
