SAPHE 2.0 Reporting Workforce Standards Survey

The Office of Local and Regional Health (OLRH) at the Massachusetts Department of Public Health is excited to release the Workforce Standards Survey.
By completing the survey, you will amplify local public health voices to strengthen workforce capacity and skills, highlight training needs, and create awareness for workforce inequities. Because of your unique position in your municipal public health structure, your input will make a difference, as it is critical to collect the workforce-specific data required in the State Action for Public Health Excellence (SAPHE) program from every level of participation.
DPH establishes the need for this information pursuant to M.G.L. c. 111, § 27D(b). This new law requires annual reporting on the ability of local public health in Massachusetts to meet the Performance Standards, including the Workforce Standards as described in the SAPHE 2.0 legislation.
Individual responses from each member of your workforce are required. This survey is:
- For everyone who works in and supports local public health departments or enforces public health regulations, including all staff, independent contractors, Inspectional Services Departments (ISD), and boards of health
- Completely anonymous, please be assured that your response cannot be tied back to an individual, and results will be combined for reporting at the statewide level
The survey takes 20 to 30 minutes to complete. We also ask that you share the survey link with your local public health colleagues to ensure greater participation across Massachusetts. We would appreciate all responses between February 23 and 11:59pm on April 10, 2026.
