Healthcare Coverage And Quality Council
Established by the Ohio General Assembly in July 2009 following its initial creation by an Executive Order from Governor Ted Strickland, the Ohio Health Care Coverage and Quality Council (HCCQC) continues a public-private partnership designed to improve the coverage, cost, and quality of Ohio’s health insurance and health care system. The Council builds on Ohio’s participation in two national programs, the State Coverage Initiative (SCI) and the State Quality Improvement Institute, which produced two separate but related reports: Covering Ohio’s Uninsured, issued in July 2008; and the Ohio Health Quality Improvement Plan, issued in June 2009. The Council will work to advance the recommendations contained in those reports by bringing together public and private health care leaders, with state legislators, to encourage and implement strategies that will improve the quality and efficiency of the health care system. OOA Executive Director Jon Wills served on Governor Strickland's Core Team to develop the State Healthcare Quality Improvement Plan. Richard J. Ohio Health Information Partnership (OHIP)
The Ohio Health Information Partnership was designated by Governor Strickland in August 2009, to oversee the adoption and use of electronic medical records by Ohio's health care providers. The founding five members include: BioOhio, the Ohio Hospital Association, the Ohio State Medical Association, the Ohio Osteopathic Association, and state government. The partnership has received more than $43 million in state and federal funding and is charged with implementing and overseeing a statewide health information exchange that will improve access to data and patient information by authorized health care providers while ensuring patient privacy. The partnership also will collaborate with industry experts to provide educational, technical, and procurement services to health care providers who need to implement electronic medical records and achieve meaningful use to qualify for up to $63,750 in incentive payments from the federal government. OOA has a permanent seat on the OHIP Executive Committee. Troy Edwards, DO, of Lancaster, is serving a two year term on the Board, while Greg Alexander, DO of London, is a member of the Regional Extension Center Committee and Martha Simpson, DO is a member of the Privacy and Security Committee. Prescription Drug Abuse Task Force
Governor Strickland formed the Ohio Prescription Drug Abuse Task Force, April 2, 2010, to combat prescription drug abuse across Ohio. The Task force has been meeting monthly and delivered its preliminary report to the Governor in May. Cleann Cass, DO, of Dayton, represents the OOA on the PDATF and also serves as co-chair of the Treatment Work Group. Aaron Adams, DO, an OOA member and Scioto County Health Commissioner, heads the Public Health Work Group. Public Health Initiatives
The OOA maintains ongoing relations with allied health associations and other healthcare organizations. The OOA provides representation on inter-professional coalitions such as the Ohio Tobacco Control Resrouce Group, the Ohio Coalition for Civil Justice, the State Planning Committee for Health Education in Ohio, the Ohio Coalition of Primary Care Physicians, the Ohio Medical Volunteer Corps, the Health Policy Institute of Ohio, eHealth Ohio, and similar organizations.
