Call for Nominations for the Southern Ohio Synod Council and Voting Members to the 2022 CWA

The Nominating Committee for the Southern Ohio Synod Assembly invites members of congregations in the Southern Ohio Synod to prayerfully consider if God is calling you to use your experience and gifts to serve the synod and/or the ELCA as a whole. You may nominate yourself for any of the open positions described below no later than March 22, 2021.

If you know someone who would be an excellent addition to the Synod Council or the Churchwide Assembly delegation, please share this announcement with them and encourage them to submit the nomination form by the deadline.

Descriptions of the duties and openings for the Synod Council and the 2022 ELCA Churchwide Assembly are provided below.

Please note that nomination forms for all positions must be submitted to the Nomination Committee no later than March 22, 2021.

 

Southern Ohio Synod Council

The following positions are open for nominations. The positions with incumbents who have agreed to be considered for nomination are marked with an asterisk *. Please note that all positions are 4-year terms.

Below is the job description for members of the Southern Ohio Synod Council:

†S10.01. The Synod Council consisting of the four officers of the synod, 10 to 24 other members, and at least one youth shall be elected by the Synod Assembly.

  1. Each person elected to the Synod Council shall be a voting member of a congregation of this synod, with the exception of ministers on a  roster of this synod who reside outside the territory of this The process       

for election and the term of office when not otherwise provided shall be specified in the bylaws. A member of the Church Council of the Evangelical Lutheran Church in America, unless otherwise elected as a voting member of the Synod Council, may serve as an advisory member of the Synod Council with voice but not vote.

  1. The term of office of members of the Synod Council, with the exception of the officers and the youth member, shall be four

†S10.01.1  If a member of the Synod Council is absent without good cause from two consecutive regular meetings of the Council, the position shall be declared vacant and such vacancy shall be filled by the Synod Council until the next regular meeting of the Synod Assembly.

†S10.02. The Synod Council shall be the board of directors of this synod and shall serve as its interim legislative authority between meetings of the Synod Assembly. It may make decisions which are not in conflict with actions taken by the Synod Assembly or which are not precluded by provisions of this constitution or the constitution and bylaws of the Evangelical Lutheran Church in America.

S10.03.  The functions of the Synod Council shall be to:

  1. Exercise trusteeship responsibilities on behalf of this
  2. Recommend program goals and budgets to the regular meetings of the Synod
  3. Carry out the resolutions of the Synod
  4. Provide for an annual review of the roster of ministers of Word and Sacrament and the roster of ministers of Word and Service, receive and act upon appropriate recommendations regarding those persons whose status is subject to reconsideration and action under the constitution and bylaws of the Evangelical Lutheran Church in America, and make a report to the Synod Assembly of the Synod Council’s actions in this regard.
  5. Issue letters of call to rostered ministers as authorized by Chapter 7 of the constitution and bylaws of the Evangelical Lutheran Church in America.
  6. Fill vacancies until the next regular meeting of the Synod Assembly except as may otherwise be provided in the constitution or bylaws of this synod, and determine the fact of the incapacity of an officer of this synod.
  7. Report its actions to the regular meeting of the Synod
  8. Perform such other functions as are set forth in the bylaws of this synod, or as may be delegated to it by the Synod

S10.03.01.  The Synod Council shall ratify representatives, as requested, to the Boards of Directors of Capital University and Wittenberg University.

S10.03.02.  The Synod Council shall appoint representatives of the synod to the Boards of Directors of Oesterlen-Services for Youth, Inc., Ohio Council of Churches, Ohio Lutheran Campus Ministry, Lutheran Outdoor Ministries in Ohio, Midwest Ministry Development Center, Metropolitan Area Church Board, Columbus, Metropolitan Churches United, Dayton, and the Wernle Children’s Home, Inc.

S10.05.  No elected member of the Synod Council shall receive compensation for such service.

 

The members of the Synod Council meet at least four times a year to do the business of the synod as describe above. From time to time, a special meeting may be called to handle business that cannot wait until the next scheduled council meeting. The Synod Council is currently meeting virtually, but usually meets in person in Central Ohio on Saturdays.

2022 ELCA Churchwide Assembly Voting Member

In accordance with the ELCA Constitution, which governs the composition of the Churchwide Assembly, the Southern Ohio Synod’s delegation of voting members is comprised of the following:

  1. The Bishop and Vice President, as Ex Officio members of the Synod’s delegation to the Churchwide Assembly, functioning as the Synod’s At Large Lay and At Large Rostered Minister voting members.
  2. A roughly equal number of men and women (at least 45% men and at least 45% women)
  3. A Youth voting member (defined as aged 17 and under AT THE TIME OF ELECTION) or a Young Adult voting member (defined as aged 18-29 AT THE TIME OF ELECTION).  By tradition, the Southern Ohio Synod has sent both a Youth Member and a Young Adult Member.
  4. A delegation is approximately 40% rostered ministers and 60% lay voting members.  Please note that, as of the last Churchwide assembly, “rostered ministers” include deacons as well as pastors. 
  5. Approximately 10% of the delegation should be persons of color or persons whose first language is not English. A higher percentage is preferred.
  6. In addition, the Southern Ohio Synod attempts to mirror our denomination’s commitment to inclusivity in our delegation in terms of sexuality.
  7. By tradition, the Southern Ohio Synod attempts for an even geographic distribution across the synod (through relatively even representation from our geographic conferences) and to offer this valuable opportunity to experience the work of the larger church to new people by alternating representative positions (for instance, if a conference was invited to send a Lay Man to a previous CWA, they might be asked to send a Lay Woman to the next one).  This list of open seats has been generated with this goal in mind.  The Nominating Team is encouraged to solicit the names of people who have never enjoyed this experience before IF THAT IS POSSIBLE.

The ELCA Churchwide Assembly is the primary decision-making body of the church. Voting members are chosen locally from across the ELCA. Together with other leaders of the ELCA, and guided by the Holy Spirit, these voting members discuss the work of the Church in the world and make decisions reflecting a common vision for the ELCA and its member congregations and synods. The 2022 ELCA Churchwide Assembly is scheduled for August 8-12 in Columbus, Ohio. Hotel, food and travel expenses are mostly covered for voting members. Nominees must be available to attend all five days of the Churchwide Assembly and must be able to travel to Columbus.
