At each OPA Annual Conference, our House of Delegates convenes to consider Bylaws Amendments and Resolutions which determine the governing and rules of the Association as well as the official positions held by our us and members.

OPA Bylaws

  • See OPA's current Bylaws here.
  • Proposals to amend OPA's Bylaws shall be made in support by five (5) Active Members of the Association. OPA Resolutions

  • Resolutions are the method by which members of the Ohio Pharmacists Association (OPA) can formally set the direction of the association and profession. They are a formal expression of opinion or intention by the association and become the policy which gives direction to the Board of Trustees and association staff. The writing of a resolution is a fundamental way in which members of OPA guide the position of the association.
  • Parts of a Resolution

A formal resolution contains two basic parts, which should be clear in intent on the stance of the Association.

    1. Title of the Resolution.
    2. Operative Clause. It is the official policy or position which the association would adopt should the resolution pass. The operative clause should specifically define the position(s) you would like the Association to take. Resolutions may include multiple operative clauses, but each must take a distinct position that stands on its own.

When proposing a resolution, supporting information should include background on the topic and why this resolution is being proposed. This should be brief, clear in intent and provide a persuasive argument as to why the Association should support this resolution. Include any relevant citations to support the proposed resolution.

  • Sample Resolution

    • Title of the Resolution: Drug Importation
    • Operative Clause: The OPA supports all efforts to enforce state and federal laws and regulations governing the importation of medications by consumers in the United States.
    • Background:
      • Some businesses, some advocacy groups, and some government officials have promoted the illegal importation of medications, leading the public to believe that such importation is legal; and
      • Many imported drugs are not held to the safety and efficacy standards of the U.S. Food and Drug Administration
  • See OPA's Resolutions Directory here.
  • Proposed Resolutions shall be presented to Resolution & Bylaws Committee no later than sixty-five (65) days prior to the Annual Meeting. The deadline for proposals is February 1, 2026. To submit a resolution proposal, click the Resolutions link here.
