Clinical Trial Modernization Act Reintroduced

Congressman Raul Ruiz, MD (D-CA-25) and Congressman August Pfluger (R-TX-11) reintroduced H.R. 3521, the Clinical Trial Modernization Act. This bill:

  • Removes economic barriers to increase clinical trial participation from all populations by allowing sponsors to financially support trial participants.
  • Facilitates remote participation in clinical trials by allowing trial sponsors to provide patients with digital health technology at no cost to the patient.
  • Encourages enrollment by underrepresented groups by allowing HHS to issue grants to support community education, outreach, and recruitment, and ensures that up to $2,000 of non-reimbursable financial support from clinical trials sponsors provided to patients is not subject to taxation or counted against income limitations for safety net programs.

This legislation is a step forward in expanding access to clinical trials and driving innovation and the development of new treatments.
