2025 Shoreline Trails and Greenways Plan

West Shoreline Regional Development Commission

The Shoreline Trails and Greenways Plan represents the vision of a trails and greenway network for Muskegon County and northwest Ottawa County.A steering committee comprised of local elected officials, city and county staff, bicycle advocacy representatives, and parks and maintenance professionals provided oversight of the planning process. Early on, this group desired to reach communities that historically have been “left out” of non-motorized infrastructure investments; this resulted in greater emphasis on intentional engagement within Muskegon and Muskegon Heights. Outreach events such as Warm Meal Wednesdays in Muskegon Heights, Parties in the Park in Muskegon, and presentation at the artisan’s market in Montague among others reflect the approach towards meaningful community engagement, as the planning team went to where people were to gather feedback. Jurors said, "That members of the steering committee continue to meet to discuss other regional transportation goals speaks to this effort's collaborative approach."
