The Central Upper Peninsula Planning and Development (CUPPAD) Regional Commission and Innovate Marquette SmartZone (Innovate Marquette) are seeking proposals supporting the development of a regional Outdoor Recreation Industry Growth Strategy.
Proposals should demonstrate knowledge of the Central Upper Peninsula of Michigan (which includes Alger, Delta, Dickinson, Marquette, Menominee and Schoolcraft counties), economic development expertise, strong connections to outdoor innovation, broad familiarity with electric vehicle charging infrastructure and outdoor recreation mobility. They should also address how they plan to incorporate guiding principles, such as environmental stewardship, cultural sustainability and multi-modal connectivity into the
formation of the plan.
Please submit proposals electronically to Ryan Soucy, Senior Planner at RSOUCY@CUPPAD.ORG. The deadline for the submission of proposals is Friday, July 12, 2024, at 5:00 PM EST. If there are any questions regarding this RFP, please contact Ryan Soucy by July 8th. An email confirming receipt of your submission will be sent within 24 hours. Applicants are encouraged to submit proposals early to avoid any technical difficulties.
Late submissions will not be accepted, no exceptions. The budget for this project is $275,000.

The Eastern Upper Peninsula Regional Planning & Development Commission (EUPRP&DC), is seeking professional services to develop a feasibility study for improved transit integration and efficiencies for the Eastern Upper Peninsula region of Chippewa, Luce and Mackinac Counties. This document will hereafter be referred to as the RFP. The consultant may be a corporation or an individual and will hereafter be referred to as the Consultant. A submitter of a proposal in response to this RFP will hereafter be referred to as the Proposer. The Eastern Upper Peninsula Transit Integration and Efficiency Study (hereinafter referred to as the Study) will be conducted under the guidance of the EUPRP&DC staff and the Eastern U.P. Coordinated Transit Coalition (EUPCTC).
The Study will examine system efficiencies and integration opportunities among bus transit operators. The purpose of this Study is to:
- Streamline transit service, simplifying and improving access to transit use for riders.
- To achieve service efficiencies and economies.
- To provide a central focus transit for Chippewa, Luce, and Mackinac Counties; and
- To create a robust transit system to meet the growing and changing needs of the residents of Chippewa, Luce and Mackinac Counties.
The products and deliverables of the Study will be:
- Detailed work plan (with timelines) for the two-year planning process, including responsibilities of the consultant and responsibilities of the steering committee members and staff.
- Identification of alternatives for transit coordination or consolidation.
- Detailed implementation plan for the advancement of the preferred alternative, including phasing, costs, funding, timelines, and legal agreements; and
- PowerPoint presentation incorporating the results of case studies, interview/focus group/survey results, and implementation plan.
The overarching purpose of the deliverables will be to assist steering committee members and stakeholders in envisioning a coordinated region-wide transit system that addresses the needs of a diverse range of residents throughout Chippewa, Luce and Mackinac Counties. It is the intent of EUPRP&DC to award a firm fixed price contract to the best-qualified firm that demonstrates experience in project management, transit operations analysis, transit finance analysis, developing transit operating plans, and analyzing transit integration and efficiencies.
Time Frame: Proposals are due to the Eastern U.P. Regional Planning & Development Commission, 2345 Meridian St., Suite 106, Sault Ste. Marie, MI 49783, by 5:00 PM on June 28, 2024. Project duration is estimated as July 27, 2024, through June 30, 2026.
Project budget is $175,000

The City of Bay City is requesting proposals from land use planning consulting firms to prepare a comprehensive rewrite of the City’s Zoning Ordinance in accordance with the updates to the Master Plan, with an emphasis on increasing housing options through zoning ordinance changes and providing pre-approved drawings and streamlining internal processes to increase staff efficiency. The City of Bay City is also seeking a comprehensive rewrite of the Sign Ordinance to regulate the location, design, construction, and maintenance of signs in Bay City. Firms should have demonstrated ability in land use plan creation and zoning and sign ordinance drafting and adoption. The successful firm must demonstrate a capacity to work closely with the project partners, key stakeholders, City staff, Planning Commission, City Commission, and the public.

Lake Township, Benzie County
Lake Township, Benzie County, Michigan is inviting qualified planning consultants to submit a written proposal to help the Planning Commission with its review and update of the Township’s Zoning Ordinance.
Lake Township’s recently updated Master Plan includes an objective to review the current zoning ordinance and recommend any changes that should be considered by the Township Board. Specific topics for review and consideration are listed in the RFP and include: whether current housing density provisions are consistent with the Master Plan, updated watershed overlay provisions, possible establishment of an agricultural zoning district, and other specific provisions of the current ordinance.
The expected outcome of this project is an amended and improved zoning ordinance with a corresponding zoning map that is consistent with the Township’s Master Plan. The Township’s current Zoning Ordinance and Master Plan are posted on its web site: laketwp.org. The RFP is also available here.
