Professional consulting firms are invited to submit a written proposal for the Zoning Ordinance (ZO) Update for the City of Grand Rapids. In December, the City adopted a new Community Master Plan (CMP).
The CMP replaced the 2002 Maser Plan. Although the ZO has been amended in recent years, it is time to do an update to align it with the new CMP. Grand Rapids’ ZO was fully rewritten after the adoption of the 2002 Master Plan. It has been amended in the years since. The amendments over the years have led to a somewhat disjointed ZO that can be hard to navigate. This, combined with the new goals outlined in the CMP and other changes identified by staff, have created the need to update and streamline the document.
The ZO is a hybrid form-based code with two components: the neighborhood classification (form based) and the district (use based). Planning staff members find value in this approach and do not want to deviate from it greatly. The CMP does call for the ZO to focus further on form and Planning staff desires a heavy reliance on graphics to convey ideas such as how to calculate building height.
Lastly, the consultant team should recommend and utilize a program or company to create an online, map-based tool to improve public accessibility. Planning staff envisions a parcel-based, interactive system for users to obtain applicable zoning regulations on projects ranging from fences to single-family homes to multiple-family and commercial projects.

Raising Manistee County - Zoning Solutions Project: The Manistee County Community Foundation, in partnership with Manistee County and the City of Manistee, issues this Request for Proposal on behalf of Raising Manistee County (RMC), a collaborative, cross-sector network of partners working to further develop and sustain a strong, coordinated early childhood care and education system in Manistee County. The Raising Manistee County partners are seeking a qualified firm/consultant to assist with educating and assisting Manistee County municipalities with creating more child care friendly communities by updating outdated zoning regulations that may be duplicative or inconsistent with State of Michigan requirements and educating municipalities about best practices and incentives for growing the child care supply. Specifically, the selected firm/consultant is asked to use their knowledge of best practices and current recommendations for all types of child care zoning and regulations consistent with the State of Michigan’s licensing requirements to present educational materials and drafted recommended zoning updates to each Manistee County municipality’s legislative body to highlight the barriers to child care development imposed by outdated rules or regulations and showcase the power of best practices and incentives to foster growth.

The Township of Grosse Ile (“the Township”) is seeking proposals from qualified urban design firms to lead the design of a trail, pathway and natural areas wayfinding system. This project is a Township-wide initiative led by the Bicycle Pedestrian Advisory Committee (BPAC), in partnership with the Greenways and Open Space Committee and the Grosse Ile Nature and Land Conservancy (GINLC). Once completed, the plan will provide a blueprint for the Township to implement a comprehensive wayfinding system that is both intuitive and visually appealing while also reflecting the Island’s character and modern needs.

Ada Township
Ada Township seeks a qualified a qualified Planning firm to prepare a reorganization of the Township’s Zoning Ordinance (the “Ordinance”). The Township has identified a need to reformat the Ordinance, and to address some key recommendations of the 2023 Master Plan, in the update.
Fortunately, Township Staff have already prepared drafts for most of the zoning districts using the preferred format, which will greatly aid the consultant’s project cost management, and will allow more focus on technical and illustrative (graphic) aspects of the Ordinance. The required timeline for completion of the Ordinance project is approximately 9 to 10 months.
The Township’s existing Zoning Ordinance has been in place for many years, with new or revised regulations having been completed in a piecemeal fashion over a long period without benefit of a comprehensive reorganization of the Ordinance. At the same time, there are key components of the Zoning Ordinance, such as the Planned Village Mixed-Use (PVM) Overlay District requirements, that have facilitated high-quality development that now typifies the Ada standard. The emergence of this Ada model now necessitates a Zoning Ordinance format that will be transparent, efficiently administered, and easily understood.
