Position Description:

With general direction from the Chief Financial Officer, The Director of Human Resources is directly responsible for coordinating human resources activities such as employment, compensation, employee relations (including discipline and terminations), benefits and training.


Duties:

  • Serves as functional HR leader across the agency. Maintains positive and effective business relationships throughout the organization and serves as member of the senior leadership team. Provides technical HR assistance and advises leadership, management, and employees.
  • Develops, implements, and manages a multi-faceted approach for recruiting staff at various levels including direct care, professional, supervisory and administrative positions. Duties include maintaining job boards, internal job posting process, social media tools, college recruitment, job fairs, etc.
  • Maintains and administers HRIS system including ensuring data entry, maintaining digital applicant tracking/employment records, processing of personnel changes, performance management processes, and benefit enrollment information.
  • Works with directors and managers to assist them in carrying out their responsibilities on personnel and employee relations matters, including performance evaluations, disciplinary matters, and Performance Improvement Plans. Attends team meetings as requested.
  • Provides leadership for the agency HR operation. Works with other administrative team members to align on various tasks and processes needing HR input including but not limited to those related to payroll, agency events and facility maintenance.
  • Oversees the administration of the employment application process, including pre-screening resumes, scheduling/conducting interviews and corresponding with all applicants.
  • Oversees pre-employment testing, such as driving record, drug, criminal background and TB testing.
  • Develops, maintains, and facilitates the new employee orientation program in conjunction with leadership and administration, including assurance of various training and compliance topics.
  • Recommends, evaluates, and participates in staff development by creating and implementing wide-ranging staff training at all levels including management/supervisory, professional, and direct care.
  • Maintains knowledge of industry trends and employment legislation and ensures organization’s compliance. Attends seminars and maintains contact with external sources such as ERC and the HR Consortium to maintain up-to-date information on HR administration and regulations such as EEO, FMLA and ADA. Prepares or oversees the preparation of required reports such as EEO-1 and OSHA. Participates in CARF accreditation process.
  • Administers and coordinates Unemployment and Worker's Compensation claims, including the Transitional Work Policy. Attends required number of safety council meetings as well as unemployment and WC hearings as needed.
  • Oversees and tracks the administration of employee benefits including medical, dental, vision, life, disability. Collaborates with Finance Department to administer agency retirement (401k) benefit. Maintains up-to-date knowledge of and assures compliance with benefit related regulations including ERISA, HIPAA, and ACA reporting requirements. In partnership with President & CEO and the Chief Financial Officer, lead annual benefit selection process. Works with benefit broker, providers, and vendors to implement benefits plans and coordinate staff communication/education including administration of enrollment processes.
  • Administers and coordinates leaves of absence, including FMLA, STD, LTD and personal LOA.
  • Review and make recommendations to the President & CEO for improvement of organization's policies, procedures, and practices on personnel matters. Communicate changes to employees and ensure compliance.
  • Maintains consistent communication and strong working relationships with external vendors/partners to ensure efficient and accurate services.
  • Assists executive management in the annual review process, including preparation and administration of organization's wage and salary program by completing wage and salary surveys and/or managing job evaluations and grading as needed.
  • Maintains agency compensation and structure including developing salary grades, ensuring up to date job descriptions and reviewing competitive market analysis. As directed, participates as a nonvoting member of the Board’s executive compensation committee and is responsible for gathering, organizing, and presenting compensation data to the committee as requested.
  • Coordinates and/or conducts exit interviews.
  • Acts as agency liaison with temporary agencies and contract workers.
  • Participates in leadership and incident reporting meetings.
  • Participates on committees and special projects, including employee engagement, strategic planning, and other Agency initiatives.
  • Supervises the Agency Receptionist and manages front desk staffing schedule.


Requirements & Preferences:

  • Bachelor’s degree and 10 years of progressive leadership experience in Human Resources.
  • Experience must include knowledge of multiple recruiting sources, interviewing techniques, personnel policies/procedures, salary administration, benefits administration, orientation/training, employee relations, workers’ compensation, unemployment, and federal/state laws regarding employment practices.
  • Must have excellent interpersonal and coaching skills, including the ability to work with all levels of internal and external contacts.
  • Excellent verbal and written communication skills, organizational skills, and computer skills also a must.
  • Must have reliable transportation and a valid Ohio driver’s license with two (2) or less moving violations.


Compensation:

From $80,000/yr
