Position Description & Summary:

Reports to:  MSS Regional Director

Supervises:  All Learning Center & EmployAbility Staff (Employed & Contracted)

Both the Learning Center and EmployAbility are “start-up” business opportunities in the Akron/Kent/Canton area that will aggressively market a variety of educational opportunities, contract services and new product development in support of individuals with intellectual disabilities in a community-based environment.

The Manager’s position will be responsible for all aspects of development and management and should possess a high energy level, creative thinking and excellent organizational skills.

The function of the Manager is to work in support of the Regional Manager and to assume the Regional Manager’s responsibilities during extended absence.  The “Manager” will be responsible for the general business functions of both the Learning Center and Employability. This responsibility includes the regular review and revision of curriculum content to ensure diverse and relevant opportunities for individuals supported within an “educational based” model.  This responsibility includes the oversight of daily operations and supervision of direct service instructors.

Additionally, the Manager is responsible for the development, maintenance and supervision of Employability business opportunities and daily operations including the supervision of crew managers and crew workers.


Duties & Responsibilities:

1.  Business Model

  • Establish a variety of educational and employment opportunities that are relevant to each participating individual’s abilities and interest(s);
  • Market the Learning Center and Employability to local referral sources;
  • Network with governmental and private agencies that are relevant to the program and business model of the Learning Center and EmployAbility;
  • Initiate membership and provide assistance to related education support groups i.e. families, LEA’s, local business groups/associations;
  • Organize and train instructors (employed/contracted) direct support staff and work crew supervisors;
  • Ensure active and ongoing communication and collaboration with individuals, family members guardians, Service and Support Administrators, professionals, contractors and other stakeholders.
  • Serve as the primary team member for individuals assigned, ensuring that the Individual Service Plan (ISP) addresses the individual interests. Ensure that all staff are familiar with the requirements included in each ISP. Performs direct service as needed.
  • Ensure that company and regulatory safety protocols are followed to ensure health, safety and welfare of individuals supported and employees.

2.  Transportation Services

  • Ensures that vehicles are maintained according to vehicle safety guidelines and requirements. Ensure that drivers are trained on vehicle and driving safety, and that driving protocols are followed.
  • Develops a compliance and quality review process to ensure the proper implementation and continual improvement of all aspects of the program.

3.  Staff Recruitment, Training, Supervision

  • Adhere to the agency recruitment and hiring process to ensure that the required number of staff are assigned to the program and work crews according to the ISPs and company budget. Establish recruitment and training protocols for direct support staff and crew members according to individual needs and best practices.
  • Ensure that required training is provided to each staff member according to the DODD regulations and agency policy and procedure manual, including required updates. Develop and implement periodic staff training program according to DODD and company requirements.
  • Ensure proper oversight and supervision to direct service instruction staff and crew leaders.
  • Evaluate and monitor the work performance of assigned staff according to company policies and procedures.

4.  Financial Responsibilities/Documentation and Recordkeeping

  • In collaboration with senior leadership, develop start up and equipment budgets to ensure that supplies, materials and equipment are adequate for the Learning Center and Employability;
  • In collaboration with senior leadership, develop the operating budget to ensure that revenue is adequate, and that personnel and operating expenses are in line with the needs of individuals and the business model.
  • Maintain proper recordkeeping for agency expenses, supplies and equipment, including inventories and records of expenditures.
  • Market the program to available services responsive to individual with disabilities, their family members and other stakeholders.
  • Ensure that ISP, billing and timekeeping requirements are managed according to the regulatory requirements and submitted in an accurate and timely manner.
  • Ensure that employee records and evaluations are maintained according to the documentation requirements and best practices.


Qualifications & Requirements:

Qualifications:

  • College degree (bachelor level) or equivalent with a minimum of 3 years of experience in direct service provision and supervision of services;
  • Demonstrated ability to develop opportunities for participation in learning through community-based instruction and business management;
  • Demonstrated successful experience in leadership/management position(s);
  • Skill in organization and management of multiple priorities;
  • Minimum of one year of experience working in a supervisory level position;
  • Experience with Day and Employment Services regulations with the Ohio Department of Developmental Disabilities is a plus;
  • Experience in data entry into automated billing (contracted) is a plus

Requirements:

  • Good driving record (less than 6 points) with reliable transportation, auto registration and insurance.
  • BCI clearance and other background requirements; Pre-employment drug screening.
  • First Aid/CPR certification; Medication Administration certification.
  • DODD and MSS required training.
  • Above average communication (written/verbal) skill.
  • Motivated, energetic and organized.
  • Ability to respond to emergencies.
